The

coordinate the manifold activities which should be

prosecuted by the Health Authorities of the Colony.

need for such an officer would exist in any circumstances;

having regard to the overcrowding and other slum conditions

which prevail normally in large parts of the two main towns

of the Colony, and are at present gravely enhanced as a

result of the Sino-Japanese hostilities, to the annual

epidemics which occur here, to the mal-nutritional condition

of a large proportion of the Chinese population and to the

appallingly insanitary state of the villages, the case for

such an appointment is unanswerable. It is quite

impossible for this Colony's Director of Medical Services to

administer his department, to superintend the hospital services and to devise a long-range health policy unless he

has a deputy who can not only keep an eye on the execution

of routinary duties but also can work out schemes for

housing and town planning, infant welfare, anti-tuberculosis work and health propaganda. Incidentally I hope that the

Deputy Director of Health Services would be able to play a

useful part in the University, where the foundation of a Chair of Public Health is in contemplation.
